Use normalized themes to navigate reviewed LDA issue codes without assigning ideology, support, opposition, or policy effect.
Each issue is an editorially normalized navigation label backed by an explicit allowlist of official LDA issue codes. The profile preserves the official code and source wording; a normalized name does not replace what a filer reported.
Counts are derived from canonical exact-alias filings. One filing may report several included codes and therefore appear in more than one issue total. The rows below overlap and must not be added into a collection-wide filing count.
